This scene is basically after a fierce combat. A picture depicts the interior of the building where the trio had emerged after brutal combat, flames rising, and extensive blood stains on the ground.
The Trio called Sector 3 (A leader of Sector Soldiers), is the last one standing, and has ultimately prevailed. From left to right, we have Muffle who walks straight to both, handling a boomerang, Kizumaru (The Moonlight/Iron Moon 「鉄月」) who is using the naginata that was named "Tetsudzuki 「手続 」" healing himself from his current gunshot wounds, and Roppo who walks away from his unconscious opponent.
Muffle noticed that Kizumaru was still vulnerable to injuries he had from his opponents' efforts. This is probably an inspiration from bizzaregameguy's previous artwork of Kizumaru's lungs on the next attack (with his gun wounds).
