He just throws his wand thinking it’s magic lol. Ruff Puffs are the base puff, although not quite. They started as minions for Huff N. Puff, a bigger monster in the first game. That’s as far as the lore goes for them, they’re just cloud monsters. I want to know if they’d let you ride them around, if you were friends.

Cloud monsters are so neat, aren’t they? Clouds in general are! You ever think about how the sky is full of floating, fluffy masses of water that can release rain, ice, even goshdarn electricity? Nature is so cool!!!
Huff N. Puff focuses on the electricity aspect above all else, being able to unleash lightning, and also absorbing any electricity-based attacks. In addition, he’ll blow gust of winds, and... cause earthquakes? That’s weird! Do earthquakes count as weather? Regardless, he’s fought in the sky! How does that work!
Huff N. Puff is a gigantic Ruff Puff, a species exclusive to the Paper Mario series, but I must say I think his design is pretty neat, regardless! His nose, arms, and cheeks are round and puffy as a sentient cloud ought to be, and look at those eyes! I’ve seen pupil-less eyes on characters, and I’ve seen connected eyes on characters, but never the two combined! Wow!
Something neat about Ruff Puffs is that, in Super Paper Mario, Tippi wonders if they’re related to Lakitu clouds. And maybe they are! How cool is the idea of those clouds having their own personalities and being able to go rogue? Maybe that’s what happens to the clouds of Lakitus who would rather ride go-karts!
If Mario brings Lakilester with him to start the fight, Huff N. Puff will even call out the Lakitu’s betrayal. Is it just him who was working for the cloud, or do they all have some ties to him? Maybe it’s the opposite of what we’re thinking, and Lakitu clouds are “purified” Ruff Puffs!
Lastly... I’m sorry, but maybe you’re thinking this too. Clouds are not brown. That is a nasty color for a cloud to be. Clouds are not that color. Perhaps you can tell where I’m going with this.
...These look like fart clouds. There, I said it. And with that thought in mind, I will leave you with the knowledge that in the credits parade of Paper Mario, Gourmet Guy tries to eat Huff N. Puff. Enjoy.
