He doesn't need to be evil he's perfect as is... Short king and probably my fav Pokemon character/character design!!!

Headcanon time:

Since Rust Syndacate HQ is near the Zone 5 I like to imagine that he goes in the sewer part of it to de-stress and play with the Venipedes. Kind of like a kitty bath, but with his favourite little bugs. And the Alpha Whirlipede doesn't bother him (they know better than that).
