After Flux and its touching upon the pre-universe and Anchoring of the Thread and whatnot, there's a small part of me that's trying to headcanon Mr Saldaamir as a Ravager who defected a to the Time Lords in their pursuit of Rationality. Part of the bargain was him losing his time based abilities (ie transtemporal teleportation and spatial disintegration) since that would've made him a "temporal poison" on the universe his Time Lord superiors wanted to create. Then the Anchoring actually happens and the Division wipes his memories because of course they do, he marries a witch to become routed to the new reality and feels an unknowable draw to Ulysses and the young Doctor that he doesn't quite understand.

I'm not gonna say this is the one true headcanon or even something I fully believe and think makes complete sense, but it's an interpretation I've been mulling over for a little bit.

(I barely know most of these characters, so I needed some help. Larna and Ulysses’ designs are based on Hudson’s drawings.)

Is there anything linking saldaamir to being the Doctor or is he some entirely different?

Now you mention it, when Bernice Summerfield met him, she had the strangest feeling that she already knew him... But no, I don't think so. Saldaamir was very good friends with the Doctor's parents, and he can't physically travel in time, which seems a bit disqualifying!
