Chapter 20: Production Art: probably removed scene
I believe this scene matches with some dialogue set at YUZI in the same chapter. That scene at YUZI is impossible in the final version of the game, so I believe these two scenes are remnants of an earlier version of the game. They must have been missed when the devs were taking out obsolete content, probably because they're so close to the end of the game.
It looks like there are different versions of this conversation, so maybe this earlier version of the game let Arthur get reinfected by another Silent, or emotionally damaged by some earlier dialogue choice?

You may notice it’s pronounced with a rupo instead of a ripo; that’s because it’s from the French reportage, not the English reporting.]

In the Japanese version, some of the dialogue is the same between the dead Kiryuu and living Kiryuu versions, but because the text is stored in different files, it was translated differently in the English version.)
[Edward:] The good people of FORT took care of the Kiryuu Hibiki matter for me.

[NOTE: This part is really annoying me because it makes it sound like HE was the one who left that Residual Thought at the Liu Yee-Hibiki fight, and then showed up at the hospital because he wanted to get rid of loose ends. But that was actually Graham!]

[NOTE: This is what happens if you left her infected this whole time. Most of it doesn't need to be retranslated, but there are two exclusive Thoughts that demonstrate Graham is also after her (and Takuya if you left him infected) because she is now a psychic.]

[NOTE: Even though Edward was the one in Kiryuu's backstory, this one line identifies the stranger as Graham. In your final battle, his Silent quotes the same line from Saint Augustine of Hippo: "Do what thou wilt." So he used his mind control abilities, which, as we learned from Hoshino and Yamato, can be used on someone without infecting them. But the Silent infection we removed yesterday was part of Edward's Silent, Maggot. You have to go by this one line and a statement in the good route that she and Hibiki both had their senses of self eroded like Tanaka.
It seems like Aleister Crowley also used the phrase "Do what thou wilt" when defining his philosophy of Thelema: "Do what thou wilt shall be the whole of the Law." It's possible the devs got the quotation from him instead, since we know they were looking through books about the occult while writing the Silent dialogue.]

[NOTE: The first line is a good example of how Honoka's speech often comes across as masculine. "Warui kedo" and "tanomu" are less formal ways of saying "Sorry, but..." and "please" that women typically wouldn't use in media, especially in the workplace. If this were Aoi, she would use "sumimasen desukedo" and "onegaishimasu". Honoka sounds like a male student talking casually with his friends.]
