In 1994, the Police are in a desperate war on drugs in the United States, especially against the current drug of choice Substance D. Undercover Narc Fred is focusing on Bob Arctor and his household of druggies. His fellow Narc’s don’t know what Frank looks like since the undercover cops where a “Scramble” suit when they are in the office so no one can know their true identity.
