Bob says this in the vault. Later, as the void, he does in fact hurt and endanger many people. In a way this fulfills his earlier statement, and one could argue everyone would have been better off. He was scared of himself, and committed the thing he was afraid of.

It sucks to be afraid of hurting people- to be insecure, have doubts about yourself, etc. but it sucks in a different way to actually hurt them (especially those you love, which Bob did!).

So it makes me proud to see Bob learning from and about his past, bonding with others who struggle, and facing the wrong he did to overcome it. That rocks.
