The scent hit him before he could even find the source and he knew that whoever this wolf was it wasn't one of Luke's pack. While he normally kept to himself there were some times when he would actually hide out in the Jade Wolf. Luke had told him unless he joined the pack he couldn't spend long amounts of time there but they were allowing him to stay in the city. Jace wasn't certain what he would've done if he'd been forced out. Luckily, he wouldn't have to. Though, he was curious as to why another wolf was there in the city.

"You're not part of the pack here, are you. I would've seen you by now if you were."
