Short answer is: it depends. He doesn’t judge on their crimes or what sort of ‘bad’ things they did, per se. It’s more on the individual’s reasoning and purpose of wanting to repent.
In his eyes, humans are naturally imperfect creatures. They create mistakes over and over again and repeats them. He, in himself, is quite forgiving to others ( just not himself ), the only exceptions to this is his parents -- he can never forgive them --- but he finds it easy to simply forget what others have done in the past and let them move on.
Libra is, although this is still unknown to him, born to judge by natural instinct. Unless he is deliberately commanding his mind to do something out of the extraordinary, such as reminding himself what a priest duty is, or what monks and clergymen should do ( be kind, forgiving, selfless, and all that ). Otherwise, he is cold, frigid, unfeeling, and frankly indifferent. That’s why I kind of liked Libra & Henry’s potential dynamic because they’re quite similar in that aspect. They don’t know how to feel sad when they’re needed to, or to feel any other emotions, but things like anger and happiness ironically comes naturally for both of them. Besides, Libra is probably one of the very few people who wouldn’t judge Henry for his crude behaviour. At most, he feels awkward if Henry brings back a corpse one sudden day. And awkward is the only thing he feels. Because, in all honesty, he doesn’t ( or wouldn’t know how to ) care. He’ll express it’s saddening to see someone had died, but it’s faked and probably empty.
In that sense, it doesn’t matter what someone else did. No matter murder, robbery, kinslaying, or other immoral things. He’ll accept so long as person is willing to repent by heart. These things Libra often follows by the book, considering he once imposed his opinion on Gaius to change his ways, until Gaius explains why he’s who he is. His definition and interpretation of what is good and bad is often messed up and he ends up confusing himself by overthinking it, unless someone is there to explain their actions. But in the end, Libra isn’t stubborn, he would listen and judge people based on a several perception and reasoning ( like why and how ) , and he’d judge on that, instead of the severity of the crimes they did. Those are past and therefore don’t matter as much, especially those that happened years ago, they don’t relate to how that specific person’s character is the way they are today.
