Angsty idea:

The Party still don't fully understand how important Steve is but Vecna does.

So far as I understand Vecna uses pain and misery to get inside of people and hold onto them both to further his agenda and to boost his own power.

He's tried to take on El directly and is rocking a big whopping 0-4 so far. So instead of being stupid and continuing to bash his head into an invisible wall, Vecna decides to do what he does best and take the Party out at the heart.

And who has been right there, making sure these kids don't die or end up irreparably traumatized for years now? Steve Harrington.

Vecna pays enough attention to them to see how much they all depend on him, despite how much shit they seem to give him. He knows that losing him would not only have them down a defender, but it would also be an ENORMOUS hit to their moral. Which is exactly the kind of opening he needs.

So he switches from targeting El to targeting Steve. The Party haven't ever really been overly concerned about his safety, he's Steve, he just handles shit, so they don't think to defend him. Not until its far too late.
