In Fire and Blood, it's mentioned that Spicetown was created from an existing village with the wealth Corlys Velaryon obtained from his voyages. Do you think he needed to obtain a royal charter before he could first expand the settlement?

More than likely he would have had to obtain a charter to expand the village beyond its confines. But given how wealthy and how well-connected he was, I doubt it was any problem.
