Yes. Totally.
It is not always safe for people to "come out" or explore their feelings. Those folks are no less queer (or whatever label/non-label they prefer) because it's something they can't physically act on.
Same for you. Question away. Fun fact -- even if you know 100% what your preferences are and how you identify, people can change over time. We're meant to change as we get older. We learn, we adapt, we grow. Physically, mentally, emotionally, all of those things.
If bi feels like an appropriate label for you, great. If you are questioning and not ready for a label or can't find one that fits, great.
Whatever you identify as, what matters is feeling connected, safe, and respected. If you're dating men/women/trans/nonbinary/monsters inc characters/whomever, don't date someone who makes you feel guilty for things you enjoy.
Best dating advice I've heard thus far that's applicable for all sorts of relationships. If they make you feel like you need to hide the stuffed animal on your bed (yes, even as a grown up), they are not someone you should be dating.
