This is from assimilated form of sub "up from under" (see sub-) + cingere"to gird" (see cinch (n.)). The Latin sense development is perhaps "tuck up," hence "gird about (with armor and arms)," hence "be armed, be prepared;" or perhaps the notion is "tuck up loose clothes or tighten one's belt for action."
