Idea is that irohs Punishment is to tell zuko how he manipulated him for Years

Ursa would definitely try to get Zuko to see that Iroh is manipulating him. But if Zuko actually wants to see that is another matter entirely. If Ursa starts spending significant time with Azula Zuko could see it as a personal betrayal. Making him less willing to hear what his mother is saying.

But Ursa will try to convince Zuko not out of a need to punish Iroh but for Zuko’s own good. He is ultimately the monarch, he needs to learn to think and choose for himself.

But don’t worry, Ursa has her own methods she could use to punish Iroh. After all she is a very capable person.
