Partially. His components are compacted to be somewhat slimmer than his outer shell, which is mostly just shaped for cosmetics. So there is extra room in there, but it’s really only put to good use in his abdomen. He’s got a glove box in his tummy region that’s just the right size for storing something like his user manual. It might help to think of RoboJeeves like a nice bag of chips. Good percentage of chips, but there’s always gonna be some air in there for cushion. He’s still heavy as a truck though
Bonus fact: his forearms have Swiss Army knife-esque compartments equipped with basic tools that he can switch between at will. Hand goes down, feather duster comes up. That was more of a novelty thing thrown in for marketing purposes that isn’t necessarily helpful in every case, and combined with the general negative reception of humanoid-style robots exhibiting ‘creepy’ behaviors, Jeeves typically just uses external tools.
