I imagine when you fight either Undertale wereneos, they don't say much. Just mournfully growl or howl the of their partner (maybe even a favorite pet name).

I think the beast's ability to speak is entirely dependent on their current level of clarity and general control of the beast form. Spamtons voice would be slower and deeper than in it's normal form with kind of growly undertone. For Mandible I think it's voice would sound little like shattering glass given the state of it's face.
I hope I'm right but I think it was you who was musing about my ut Spamtons apparent lack of speech quirk and how you could still tell from the interactions that the guy is a motormouth and interrupts people a lot and that was such a nice read (like all your tags, seriously, thank you for taking the time to write so extensively!💙)
I love the letter writing speech quirk most people give ut Spamton but I knew I couldn't do that consistently so I didn't, some also give him similar thing he has going on in canon but little toned down maybe. I did think about a speech quirk I could give my version that I could write consistently, but given that I also thought that ut wereneo variant would be one-off I ended up not implementing one in the ask answer :') But I did imagine the guy is kind of loud, fast talker that tends to interrupt people (and himself) without intending to. Not to the point it would get annoying to write around but still noticeable.
I also briefly considered he'd speak in "tweets" (twitters original 140 character limit per post) but I'm not 100% on that because I'd need extra layer of attentiveness when writing his dialogue to not exceed that character limit. Now I'm mainly just not stressing about it too much and seeing if some more immediately obvious speech quirk forms naturally when I write his dialogue from now on :') But thank you again for musing about this in your tags, those are super inspiring to read 💙
As a bonus, here's a sample of what I think Beast Spamton could sound like in "beast mode" (no talking, just noises). Darkbeast Paarl from Bloodborne, specifically it's "breathing" and "hostile" voice samples (not the lightning sounds since I haven't decided if the beasts are capable of using magic)
Volume warning especially at the hostile bit, this guy is loud and annoying :D Come to think of it, dr NEO could sound little bit like this too when it screeches, just more robotic.
