It is interesting when you look closely at a statement made by the authorities and the NSA with regards to Edward Snowden. Mr Snowden has made it very public that he would like to return to the US and the authorities say that he can return and that they can only promise to essentially not execute him on sight at the airport. Even more important though is the fact that the authorities say they would like to interrogate Mr Snowden to find out exactly how much he knows. Anyone following this will be amazed by that statement because it is implying that with all the details that was disclosed by Mr Snowden, there may be a whole lot more capabilities that Mr Snowden may not be privy to or may not have revealed!
I read a few years ago that there are surveillance capabilities available that enable surveillance to continue beyond a hard disc format, KillDisk or a Department of Defence Wipe delete. This is because the [virus] infects the bios chip of the hard disk itself. This is an entirely new type of capability that the public have become aware of, and who knows what else is out there. Many vendors were 'asked' to put back doors in their hardware and/or software. Those who refused to comply were forced to close down while those who complied were allowed to continue to do business.
