It’s not the ability (of the cloud service providers) to scale up/in or down/out provisioned resources but the ability to dynamically flow with, while maintaining to stay as close as possible to, the increasing/decreasing demands that changes the game. Amazon names its service Elastic Compute Cloud for a reason.
