Along with the Fantasy AU, the Halloween AU is one of my favorites because is a theme I like a lot. The official merch of BNHA brought us incredible concepts like vampire!Todoroki and werewolf!Bakugou, but I was talking in Twitter about how I also love the story telling potential that the reverse concept of this has: werewolf!Todoroki and vampire!Bakugou.
Talking specially about werewolf!Todoroki, I think is a depiction that can work very well with him, because one of Shouto's most prominent character themes is his duality, and that's fitting for a werewolf too, because even when is generally used metaphorically and not literally, werewolves are portrayed as beings that find themselves in a clash between two opposite natures: human and wolf.
And in a modern (but fictional) setting, this could also mean that they are divided between two worlds where they don't belong at all, because they are not fully humans, but neither they are fully wolves (they are literally half and half), and even when they can choose the place where they want to be, at the end of the day they can't just ignore one of the parts that makes them them, and instead, as the conclusion of their personal growth, they should accept both parts of them, and, continuing with this potential-fanfic-plot, I think being a werewolf can be used as a metaphor of the struggling of accepting yourself, and also, as a great representation of the personal and inner conflict of finding (and forging), one's own identity (and maybe also your place in the world).
And that's exactly part of Shouto's journey as a character: to define his identity and establish himself as his own person regardless of his origin or the prejudices that can come from and because of it (something that will probably come into play now even more considering the possible consequences that Shouto will have to face after the recent events in the manga).
