As annoying as I personally find Hopper not telling the rest of the Hawkins PD about you know, literally anything, it is far funnier to assume the government kept blocking him and so he ended up making a 'Only Open in Case of Death' type document.
In it is a single sheet of paper, that says if Hopper dies/goes missing, the PD is to get answers from the following people in the order listed below.
It is equally funny, that, once S4 rolls around, the only person Callahan can actually get ahold of--
