When Newt tries to move closer to Vogel, Anton's men move forward instantly and Newt stills himself. The moment they do, Theseus takes a step too. He wouldn't stand a chance against so many, but you bet he'd shield his brother and fight a hopeless fight for him.
Doing this within a foreign ministry might have risked Theseus' position as a head auror, but I'm pretty sure he'd still do it, if Newt was at risk.

I'm 99% sure that Newt decided on the names Hoppy and Milly while Tina was responsible for Mauler.
Will Newt’s brother, Theseus, be in the next movies at all? Wouldn’t it be lovely to explore their sibling dynamic. Also, maybe the rest of his family? With a scene at his house, featuring baby hippogriffs of course?

Newt : Second of the family, but wants a way out of the life.
Tina : Works for the family to pay off her parents' debt. Assigned as Leta's bodyguard after she married to Theseus.
Theseus : Head of the family, tries to turn the family around to do something good.
Leta: Daughter of the rival family, arranged to marry Theseus to form an alliance.
