you know how the Old Sherrif jokes about Jimmy going through puberty? what if sheriff jimmy was just like… a kid. like a young pre-teen that was just like. weirdly tall at first. all the other emperors are just completely oblivious and think he’s just short/squeaky for an adult. fWhip and the Old Sheriff are the only ones who actually know he’s not as old as he claims to be, but fWhip ain’t no snitch and Old Sheriff is quickly forced into a parental role he was not prepared for after all the other children he abandoned.
Joel builds him the giant best buds thing and Jimmy is just trying so hard not to show emotion because “this adult thinks i’m cool and actually likes spending time with me now, holy moly”
also jimmy and hermes have a cousin-like relationship once the others find out. i don’t know how they do find out, maybe Joel finds out Jimmy’s bday is approaching and throws him a party with the others, only for him to get really sappy because he hasn’t had adults put in this much effort for him in who knows how long. Cue the revelation that he’s not even old enough to drive yet and everyone is just extremely impressed by his skill, because that is young to be that good at building.

Awww this is actually really cute ;-; It could also explain why he has such a strange concept of justice and how the law works, why he's so quick to demand to be treated as an equal adult and to get everyone's approval, why all the Toy Story jokes were so annoying to him cause yeah he's young but he's not a baby for crying out loud. He's too old for toys.
