I was gonna say that Hari Seldon was like a less warm and cuddly Gandalf, but then I remembered that Gandalf was rather temperamental and had a habit of just fucking off mysteriously in the middle of Bilbo and Frodo’s hero’s journey, and that actually Hari does have a capacity to be warm and cuddly towards his protege.
Not saying they’re the same morally. Hari is capable of killing for reasons outside his ethics, which tolerates badness for the purpose of ultimately bringing about a more just universe, whereas Gandalf really emphasizes the individual moral integrity of a single person even when going up against (near) impossible odds.
