Yes, Xu Mo has been colour blind ever since childhood. It’s not explicitly mentioned whether he became colour blind because of the BLACK SWAN experiments, but what we do know is that at the time of the experiments, when he was still a boy, he was already colour blind. That doesn’t necessarily mean that he became colour blind because of the experiments, though.
From the Time Pass story “Before the Traffic Light” (《红绿灯前》)unlocked after reaching Chapter 29, it’s shown that young Xu Mo couldn’t tell whether the traffic light was red or green:
Not far away from me, the lonely figure of a boy stood at the traffic junction.
