Why does almost Every Casey Jones always make a Debut in Later Years in Nearly Every TMNT Series??????

(Of Course there are some Exceptions like Casey Jones 1990, 2003 and 2007 too)

I did not think Mondo Gecko and Mona Lisa would ever be Playable Characters because I saw them as Background Characters in the Last DLC

(But I'm Happy they Made More DLC Playable Characters like Mondo Gecko and Mona Lisa in TMNT Shredder's Revenge, which makes me Wonder if Dotemu or Tribute Games will make More Background Characters from Dimension Shellshock Playable like Carter maybe)
