Was it supposed to be a message to Ronnie, who worked near there? Was it just because Ronnie worked near there, and thus, the bait was meant to be associated with her? No, that doesn't make a lot of sense, Brooklynn didn't know it was her.
Was it supposed to hit Darius, too?
...wait, no. It wasn't supposed to be a hit at all. Cabrera just wanted it to scare Brooklynn. Jensen, the Handler, and Soyona arranged for it to be an execution.
Regardless, though, it could have been anywhere. They could have hit her in Oklahoma, Or Colorado. Or Wyoming. Or Texas. They had that reach. But it happened to be the spot right near Ronnie and Darius...and Ronnie was already under surveillance.
