The idea that Tobi's instinctive reply to ' what if one of the suspects is a practioner? Is it dangerous?' is 'not really' and the fact that he himself had to write a new safety regulation for the KDA just now due to the current possibility a practioner might be strong enough to be a threat l think tells us a lot about the general believed ability of practioners out there rn.

We've given Nightingale guff for not knowing practioners of such power like FM1 & 2 or Vavara or the like were out there, but now I think that's the general perception by everyone, at least until VERY recently.
