I was watching a bad 80's movie last night and a character presented as sympathetic was just casually said to have been in the fucking Tonton Macoute. They were officially disbanded in 1986 but when I deployed to Haiti in '95 the people there were rightfully still terrified of them. We saw a lot of men who were missing a leg because of the Tontons Macoutes. This movie is a mess in so many ways but that one really hit me.

The Tonton Macoute (Haitian Creole: Tonton Makout [tɔ̃tɔ̃ makut]) or simply the Macoute, was a Haitian paramilitary and secret police force created in 1959 by dictator François "Papa Doc" Duvalier. Haitians named this force after the Haitian mythological bogeyman, Tonton Macoute ("Uncle Gunnysack"), who kidnaps and punishes unruly children by snaring them in a gunny sack (macoute) before carrying them off to be consumed for breakfast. The Macoute were known for their brutality, state terrorism, and assassinations.

If fairy tales plant seeds of hope then my story is set in 1967 when a dozen women from Haiti escaped Papa Doc Duvalier and his Tonton Macoute death squads by restoring and fleeing on one of the old German U-Boats that had been sunk during WW2 in the Battle of the Caribbean. In one year (1942-43) four U-Boats (U-94, U-159, U-359, U-759) were all sunk in and around Haitian waters. I love stories of scrappy crews risking everything aboard diesel-engine iron coffins.

The Sack Man is a boogeyman popular in Latin countries like Spain, Brazil and Mexico. He is usually depicted as an ugly, skinny man who carries a large sack on his back. He uses this bag to capture unruly children. Some stories say that the sack man will eat the children he kidnaps, while others are more vague, simply stating that he will take them to a frightening place.

There are many variants on the Sack Man myth. In Haiti, the Tonton Macoute is a giant and dark counterpart to Father Christmas. In South America, Antjie Somers is a menacing, cross-dressing escaped slave. In Chile and Argentina, El Viejo del Saco is viewed as a real psycopath rather than a mythical figure, who is accepted by society to punish children who are not home in time for supper.
