Yes- Tootie is the twins' mother, though she goes by her full name, Dorothy, as an adult.

She is a private investigator and was the one to move to Dimmadelphia first to get their home put together while Timmy was wrapping everything up in Dimsdale with the kids.

Her neighbors thought she was a vampire at first due to her gothic clothing and strange hours.

She is also low contact with her parents and completely no contact with Vicky after hitting her where it hurts (suing her for every dollar she had).
