A bit of concern, he could understand. He could even accept it, if it were unobtrusive and offered in that way that noble acquaintances offer sympathy --- not coldly, but without the sort of intimacy that makes cold people squirm in discomfort.
Not that Loki is prone to squirming, at least not visibly. The gesture is also on a level of affection so far above what the trickster might have expected from his son-in-law that it locks his silver tongue to the roof of his mouth and drops his jaw in shock.
At the very least, stunning him into silence has prevented him from protesting.
The moment of stillness probably feels like an eternity, but after a few blinks of bafflement it does end, and he holds out a hand to take the offering --- having apparently decided that Victor would probably refrain from poisoning him while Hel is on the premises.
“ I ... hm. Thank you, ” he ventures. “ That is ... very kind of you. But I think I would prefer if you didn’t watch me eat ... ”
And the look he gives Victor finishes the sentence for him, and brooks no argument : he is paranoid and anxious, especially in the somewhat addled state this illness has put him in, and he will not eat alone in the company of someone he does not fully trust.
“ If my word is not enough, ask Hel if she will supervise me in your stead. ”
