I see a lot of people explain why they think a specific rogue (usually the joker) is the best counterpart to Batman because they contrast him so well.
The thing is, you can put almost any rogue to this test, because they’re all well designed to be perfect foils to Batman.
Joker — the classic example, his chaotic insanity is a perfect juxtaposition of the bat’s somber stoicism. Honestly not much more to it, but it’s used excessively for a reason; it works really well.
Scarecrow — one uses fear to inflict damage on innocents, the other uses it to get the upper hand on criminals to inflict justice. There’s not really much else to say here.
Riddler — they both have a genius intellect and the ability to solve puzzles, but Batman uses his detective skills for unselfish purposes, whilst Nygma’s narcissism naturally leads him to focus solely on himself.
Two-Face and Poison Ivy — both of these are examples of a certain sense of justice leading them down to the opposite path of Batman. Ivy sees the destruction that humans cause in nature, and decides that destroying humanity is the solution. Harvey was a good person whose sense of justice became twisted in a traumatic event, and he still tries to achieve justice, even if through more violent means. These both of course contrast Bruce’s own sense of justice and how he uses it. It would be easy for Batman to kill, but he doesn’t.
Mr Freeze — I honestly don’t know much about him, but I’d say that his response to Nora’s condition is the polar opposite of Bruce’s response to losing his parents, so their differing responses to hardships and trauma is what makes them so well contrasted.
Penguin — okay this is genuinely a hard one. It feels basic to say that they’re both rich men but one is selfish and the other selfless, but… if anyone can think of a better answer, please let me know lmao.
The list goes on. There’s some rogues that don’t quite fit, of course — Harley, Catwoman, Killer Croc — but more often than not, these characters can be considered antiheroes more than villains, especially in more recent years.
The point is, all the rogues are naturally written to contrast Bruce, and that’s why each one has such an incredible dynamic with him. The ideal piece of Batman media is one that utilises all of the villains to explore different aspects of Bruce’s character, force him to question his own nature, make difficult decisions, and so on.
