UT, US & UF Toriels with an S/O whos introverted and shy, and prone to social anxiety?

Undertale!Toriel - She's beyond caring and patient with you. Tori's very familiar with such things, especially since most people in her life have had one if not many of these attributes. She won't pressure you to talk about anything, unless it's something life-or-death involving, and will step up when you're rendered speechless in public situations. Tori's also kind in the manner that she will ease you into social interactions... most of the time. She's naturally more extroverted, and so she might sometimes get carried away during her own conversation. But, frankly, she mostly talks to her friends like this, and they're all pretty lenient and understanding as well.

Underswap!Toriel - Queen is one of the most gentle and caring individuals and she won't be worried in the slightest by your shy nature. She may even "baby" you, to a degree, and do anything you're not feeling up to without hesitation, even if it's relatively simple. Don't feel like going to get the mail? That's fine, she'll go get it for you. Don't feel like going to the store today? She'll go for you. Don't feel like going to work? Well... you're kind of on your own there. Queen will definitely do her best to make you feel in your most-ready condition possible for any time when you can't avoid social contact.

Underfell!Toriel - The Fell Queen is a bit more on the awkward side, having delt with a long-term isolation and with the consistent losses in her life, she became more traumatized by these events than others, especially due to the culture of "kill of be killed" leaving little room for peace of mind. She would be probably just as equally anxious about social interaction, if not more so, and only increase the introverted nature of her partner. Hopefully you two won't be just stuck inside all the time. Maybe one day you guys might have some motivation or reason to leave... but, at the same time, people suck, so... who knows.

May I get headcanons for how Underswap Toriel lives on the surface? Would Underswap Chara live with her?

I think Swap!Chara would similarly have a choice to live with the monsters or not, but I think they'd be more likely to live with Asgore than Toriel. However, that doesn't mean they wouldn't visit Toriel from time to time -- she does make better pies, after all.

Toriel likely lives in a smaller, cozier place, drastically different from the castle in New Home. Living on the surface has freed her from the stress of ruling over monsters directly, since there's now a much larger government they all live under, but many monsters still look up to her as a leader. And honestly? While she's more okay with it now than while Underground, she still doesn't feel fit to be Queen in anyone's mind, not after all those children had come through her only to die. She is very grateful for having met Chara, but deep down, she fears every interaction with them, because she doesn't feel like she deserves any respect or trust from them.

She would probably do something simple and modest with her life on the Surface, like running a small bakery for the sake of taking or mind off of things, or working at a small toy store to bring happiness to other human children, as a way of making up for the wrongs she did in the past. While she knows there's no true way of healing all wrongs, she's doing her best to make up for what she can.
