I feel that the Army should double as nature reserve, coast guard, firefighters and so on.
What this situation makes painfully clear is that you need a national defence, simply to deter invaders. But if you have long periods of peace, you'll still have people who simply want to fight something. I think it's an essential survival instinct. But instead of constantly having them invade others to get that aggression out, (and aggression isn't evil. It's a part of human power) and realising that there are only so many people you can employ to play professional sports at any given time, let them fight the elements. A worldwide pool of disaster relief at your fingertips. Let them fight illness. Nature has a 1000 ways it wants to kill us. Let them fight that. Especially since, with climate change, nature is upping the ante.
And I know they at times already do but I feel far too sparingly. It should simply be a government service. Because you don't want people picking fights because they're bored. Well, having been through three storms in one week, I can tell you, that's not boring.
