I just wanna put out there in writing that, for the moment, my money is on the new Mayor dude being the Vampire King.
He probably wants to drum up animosity towards vampires so that the humans flock to him out of fear and he gains further political power and influence.

First, why even mention a new Mayor? What's the point unless we're slowly being introduced to the new villain?
Second, Kaien mentions specifically that he's a new candidate. A new figure entirely in the political sphere.
And third, his entire campaign seems to be based on saving humans from the tyranny of vampires.
Imo, the Vampire King is this Mayor/Candidate guy, and if he suddenly makes an appearance next chapter offering to help Yuuki find Zero, I won't be the least bit surprised.
