There's this sci-fi fantasy movie from the 1970s called Zardoz and there's an interview from the Special Ghoul era in which Special Ghoul says that the band would frequently smoke weed together and watch this movie. It is widely hailed as a Weird Movie, sometimes a So Bad It's Good Movie.
It involves a society that worships a god called Zardoz. Most people can't read, but the protagonist learns how, and in the process, he learns that "Zardoz" is derived from "The WiZARD of OZ" and is a false god, something he finds earth-shatteringly disappointing.
That part of the movie is DEFINITELY where that line from "Respite on the Spitalfields" is from.
