The administrator is more of a Security Guard of the surface sectors. The reason why he is called the administratior us beacuse he cares for the engineers and soldiers and makes sure dosen't become Energy Creatures or commit any mistakes, he is also the strongest soldier not only from the surface sectors but also from the lower sectors too, he managed to even survive an attack from one of his higher ranks who has been transformed into a energy creature.
Jacob is thiner than a needle and has doing all-nighters for God knows how long. Something that the administrator raise an eyebrow due how Jacob looks like.
