It's 1991 and Goblin Green bases still aren't standard. This 2-page article in White Dwarf 135 (March 1991) includes a description of England's process:
The bases were painted with Bestial Brown and Woodland Green. When this was dry, Wayne painted PVA glue onto the bases and sprinkled sand over them. Once the glue had set, he brushed off the excess sand and drybrushed the bases with a mix of Sunburst Yellow and Bilious Green.
Some of the Rogue Trader ork conversions in this issue are now on green bases with highlighted sand texture, though it looks like a darker green than most of the orks' skin.
