I thought rutabagas and turnips were two different things… now I’m not sure… then again I’ve never eaten either.
This has been a source of multiple occasions of confusion for me over the years, primarily bc of dialectal differences, but I’m pretty sure I know what’s going on now, so I will endeavour to clarify!
Short answer: Yes, the two kinds of vegetable you are thinking of when you think “rutabaga” and “turnip” are two different things!

They vary in size but in my experience tend to range from “diameter half the length of your forearm” to “roughly the size of your head”. They’re a pretty staple foodstuff in Scotland. In Commonwealth English, they’re called swedes and in American English, they’re called rutabagas. However, they are apparently also called turnips in Northern England/possibly also the Borders
Meanwhile, this is a turnip
These are generally roughly around the size of your hand. Much smaller than a neep. I am ninety percent sure that this is what we’re both thinking of when referring to turnips. Afaik, in the areas where neeps get called turnips, these get called white turnips to differentiate them.
