In times of peace and prosperity, the most common source and symptom of cultural decay is pampered boredom that fancies itself as emancipatory passion. Think of phenomena such as ostentatious self-victimization, so-called virtue signalling, the proliferation of "critical studies" pseudoscholarship, outraged hysteria over alleged instances of "political incorrectness", etc. - all characteristic almost exclusively of peaceful, prosperous first world countries. And, I would argue, potentially as detrimental to the vitality of their culture as hard censorship.
