When are you supposed to get the Withergate Teleport spell?

I can't find any info about the teleport spells on the wiki, it seems like it's not really up to date yet. When I first logged in after the teleport spells were added, I got the Sun Haven and Nel'Vari ones automatically, and now I have the spell for the Brinestone Deeps, but I still don't have the Withergate one. When are you supposed to get it? Did my game glitch out or is it after Dynus, because I'm up to doing altars to confront Dynus.

If anyone has any insight I'd love to hear it!

More Sun Haven fanart! This time my flame wing angel farmer with Donovan. I imagine they decided to take the Withergate subway on a whim. Farmer: "Where does the subway go?" Donovan: "No clue. Wanna find out?" Farmer: "Duh." Donovan: "Wanna buy tickets?" Farmer: "No way." Donovan: "Thought so. Follow me, I'll get us on!" Farmer: ❤️ These two get in lots of mischief together. My Farmer is an angel that ran away from Heaven, cause she hated having everything about her life dictated by Heaven's law. She's probably pretty cranky now about being a pawn in the Dragon's plans. This makes her get along quite well with a certain wolf boy.

Almost thru summer and have finally bought a barn. I have a chicken, cow, sheep, and pig. Go Farmer!me!

The pic above is from the summer music festival. It was cute.

I'm slowly getting tickets so I can finally be a citizen of Withergate and progress the story line. Yeah!
