Does the wizard council bureaucracy deal with the current status of magical items as well as spells? I have some questions about a magical book I just found in a pretty cool cave. It's called Tome of Gun.
I tried to read it but it fired a string of bullets Gatling-style when I opened it. I have some safety concerns regarding this thing.
