Frank had been through brutal training at the Wolf House and had his arms tattooed with hot irons, but he was 12 at the time. He couldn't imagine what it was like to be a 3 year old being tortured constantly, brainwashed, forced to eat other children to survive and treated like a weapon.
He becomes more protective, not allowing anyone to insult you (like someone saying you're weak and therefore unfit for Camp Jupiter, etc.)
