Level two of negotiation with Carter is when she doesn’t actually want to negotiate. When that happens, there are a couple things that can bring her around.

If you engage her mind with a puzzle or challenge with truly staggering implications, she will likely find herself caught up in it against her will. Carter lives to solve problems, and solves problems to live. She’s incredibly tenacious, and would end up working with you (or at least towards the end that you want) almost in spite of herself, in that situation.

You can also bring her around if you give her a piece of technology with a “sting” — if she knows that it will really help her goals but will also have some kind of negative effect, she’ll be more willing to negotiate other things in order to learn how to negate or mitigate the negative effect of the thing. Warning: She’s brilliant, and may figure out how to “pull the sting” on her own. Don’t rely on this 100% of the time.

For the third time Carter refrained from tugging at the neck of her dress uniform. Although she'd opted for the smart look of the uniform to establish herself firmly as a Major in the United States Air Force, it was less comfortable than most evening wear. Not that anyone here looks less than perfectly together, she thought wryly. She disliked mixers and balls and "occasions" like this— Just an excuse to glad-hand more money out of rich supporters and improve the image of the Air Force. I know that it's good PR, but does it have to be…this? Carter turned abruptly, deciding, It's about time I got a breath of fresh air— As she reached the door, it opened without warning, causing her to startle back. "Ah—sorry," she said to the man standing there. When he didn't move immediately, she frowned. "Excuse me, I want to go out."
