A conperson with a hidden formerly "seedy" past, most wouldn't realize that the leading religious figures in the Tengmen Empire had any ulterior motives. Zhifeng is a powerful dragon-descendant figure in the Empire, and has worked their way to prominence along with their partner in crime Altyn by stoking the piety towards dragons of citizens to amass their own following and status.
Due to their status being directly tied to that of the dragon ancestors that the imperial family also stakes its claim to fame on, Huaxiu cannot easily rid himself of them. However, the emperor is not pleased by the way another dragon-descendant's proximity may weaken the imperial family's own claim to power.
