"Who's the better hero: Chloe or Zoe?"
IMO while I do love Queen Bee/Chloe as a character, I do say Vesperia/Zoe fits the hero description by default.
1. She actually listens and obeys Ladybug's commands. Chloe only did it when it fitted her benefits, such as when her dad was akumatized.
2. While I'm not saying Chloe needs to be Queen Bee in order to be a good character (because let's face it, she's a hilarious as hell villain whether you like her or not), she did have the potential redemption to be a good hero. She didn't need to be Queen Bee in order to improve. She had the baby steps to learn how to become a better person. The only problem was she let her lust and desires to become Queen Bee get the better of her, so that's when Hawk Moth used her insecurities to manipulate her in order to betray Ladybug. Now if Ladybug were to been honest and said "Look for now, you cannot be Queen Bee until Hawk Moth is defeated because I wanna protect you, but you also must learn to earn your role as a hero, then I will have you return as Queen Bee." Then maybe that would have worked better.
Long story short, while I love both girls, Zoe was more deserving of it while because Marinette knew she could trust her while Chloe was more iconic with it because it helped her grown as a character and a possible redemption arc.
