Important;
People do not know that the FF is corrupt, unless they are a VERY HIGH ranking member of SHSL Despair who has lived since the beginning of the riots (i.e. Izuru Kamukura/Mukuro Ikusaba), or an escaping member and even then;
there are no liabilities. No one gets out without three tracking chips and checking in with each building every three days, and no one is not ‘brainwashed’ enough to the point where their morals are intact. The system is very effective and very difficult to break. In the case that someone were to escape completely, with no hope of return and expendability, they would be killed (see; Sonia Nevermind)
Speaking of the brainwashing, it’s less of ‘brainwashing’ than it is ‘a simple yet complex rewriting of someone’s morals to better suit the Foundation’s agenda’. They are entirely themselves, yet serve the purpose of eradicating all despair by any means necessary. They will approach those infected with benevolence in the attempt to get them to an HQ for treatment, but if they prove hostile and non-salvageable, then more drastic actions will be taken. MOST IMPORTANTLY; every member (save Kirigiri Kyouko and Togami Byakuya) undergoes the pod treatment and none of them know that it is detrimental to their personal and mental health.
In this AU the world hasn’t completely gone to shit; people still live like people, the economy is shit due to the attacks (which have yet to subside but are becoming more distanced, there’s hope) and the FF gets their funding from other European countries that can spare it; lots of people have set up miniature FF places in an attempt to help as they can, and from the outside they’re actually doing well!
The only bona-fide douchebag is Togami Byakuya, since he’s spearheading the entire event but even then it’s not like he’s cast off all his humanity. In this, he feels that he owes his family a significant debt due to their destroyed namesake and is attempting to use the FF as that new groundwork for the Togami name.
