Finally have them all in one place for the tag's convenience :)
For those of you new here, I sometimes write fics about Plutarch Heavensbee and my OC Chiasa Lapin. If you want more on them outside the fics, click the "Chitarch" tag. For more on her, click the "OC: Chiasa Lapin" tag.
None of these are smut (Still honing my skills there...) but in the event any come to be, they will be marked as such.
Trilogy
The First Conversation - After a former stylist named Chiasa Lapin walks in on, and aids a rebel operation, she meets with the ringleader, Plutarch Heavensbee, to discuss her turmoil. Both discover that there's more to the other than meets they eye.
A New Year's Kiss - In which Chiasa and Plutarch's respite from a New Year's Eve bash becomes more than they bargained for.
Purely Hypothetical/The Secret - In which Chiasa reveals a devastating secret about her past, and Plutarch's reaction leads her to some inconvenient realizations.
It's Okay - In which the anniversary of a close comrade's death becomes too much for Plutarch, and Chiasa responds to his rare emotional state in a way he's not used to.
A Chitarch 5+1 - Plutarch's POV: Five things about Chiasa that fascinated him, and one that made him realize that he'd fallen in love with her.
Post Mockingjay
O Brave New World - In which Plutarch and Chiasa reunite after the rebellion, make up for lost time, and look to the future.
Flashbang - Plutarch's POV: In which Plutarch has a nightmare about the air raid, but luckily, he doesn't have to cope alone.
Meet The Kids - In which Plutarch meets Chiasa's adult children, each with their own baggage and reasons to be wary of him.
An Exchange Of Passions - In which a slow day off at the mansion leads to Chiasa and Plutarch sharing in special pastimes and studies.
"With her long, pointed nose and skinny body, Tigris was no great beauty, but she had a sweetness, a vulnerability that invited abuse. She would find takers, if she had a mind to."
she was also described to have golden brown/tawny eyes but i couldnt find the quote
coriolanus's description of her has always icked me out so i wanted to do her justice 🙏
Got inspired @em0tionallymotionsick by to make a new picrew of Tigris (Post TBOSAS, coming into her own a bit in one of my fics, and the right eye color this time :p )
Might make more, just need to decide on the right dollmaker or picrew

I'm convinced that plutarch heavensbee would look more sympathetic overall if he had a wife who's as mysterious and crazy about the whole deal as he is but with more social skills and just vibe-wise more chill to be around. trust levels about the same as the characters have in relation to plutarch but for some reason they like her and don't know what to do with him.
I'm thinking haymitch being invited for dinner a few years after his game and meeting her. he only accepted the invitation to get drunk, which is what he does whenever he goes to the capitol and he's ready to need a drink as soon as he enters. plutarch's wife shows up, he still need the drink but the air is nice. she makes people feel seen and heard. plutarch starts talking about new plans and it's not as boring.
flash forward, beetee and wiress are relaying their arena plan. they all decide to meet, except for katniss and peeta of course. plutarch finds a way for them to meet under the guise of showing his wife how things are going. he goes over the last details. everyone is ready but obviously the air is thick. all of a sudden, she hugs wiress and there's a sense of union, the other tributes hug and shake hands, they're going into something together. plutarch makes a final awkward joke and they all part ways.
this pattern continues. plutarch himself is very aware of it, jokes about it. flash forward, they get to district 13. mrs heavensbee had heard of alma coin, of course, but plutarch handled all that side of things by himself so they hadn't met. when coin meets plutarch's wife, she immediately hates her. mrs heavensbee feels the vibe is off. the ick is mutual and real. plutarch's wife who makes friends out of people who don't want to trust a clear capitolite but who immediately has drag queen level beef with alma coin. plutarch has his own suspicions but he's too close to coin and too busy to care. until the beef pays off. and if plutarch ever dared to say his wife was going too far about her ick for coin, he'll never hear the end of it.
In honor of the trailer and more posting about Plutarch.... More director!Plutarch was needed. Even though this is clearly Post Mockingjay, I do like the idea of him pursuing his film dreams in between his political duties, and of course Chiasa would try to be supportive.
Not quite sure what they're filming, likely something in arthouse territory.
🫥 - one character everyone loves that you just don't get?
🐚 - what District would you love to be in and why?
🫗 - spill the tea, what's one silly theory you stand by?
🫥 It's not that I don't like Finnick, he's just not a "standout" to me like he is to other people. I'm just overall "meh" about him and I don't think the next book, if it happens, should be about him.
Also Lenore Dove. I get it, Haymitch is in love, but she's barely a character to me and caused a lot more trouble than she should have, especially with her guardians' precarious situation.
🐚 District 4 would be the most like home, but I feel like District 1 would be the safest. I might be a little too old for the Reaping now, but volunteers are common enough to avoid being chosen, plus I imagine the peacekeepers don't crack down on it like the more rebellious districts.
🫗 Good question... I don't know if they'd call it silly, but there were a ton of "revenge on the Capitol" plans that had to be walked back because of their rebel faction. In my mind, even after Plutarch took command, the Capitol rebels functioned mainly as a spy ring and pissing them off meant getting taken out quietly. I think even with the "symbolic Hunger Games," Plutarch had a plan B to get rid of Coin so it wouldn't come to fruition.
🎞️ Really I'd say Effie being in Mockingjay in general. It gave her a lot of character development. It hits differently after seeing her in SOTR.
📖 A good amount of TBOSAS, but especially the interviews and more of the other students.
💻 Of course I should give a shout out to @olyaroo 's The Bloody Snow. It's an intriguing but realistic look at what would happen if Snow and Lucy Gray actually got together
⚔️ The arena bombing during TBOSAS was at the very least orchestrated by Dr. Gaul. The motive and aftermath seemed to favor the Capitol more than the rebels, and it's established that Dr. Gaul doesn't care about people on her own "side" dying.
👀 My hear me out? Hmm... Plutarch is a hear me out in of himself 🤭 But... I'll also say headcanon wise that something bad happened every quarter quell, including the 25th. The first quarter quell just had the most benign rebel interference compared to the other two, but there's still another reason Katniss didn't have the tape.
Plutarch is obviously one 😊 He's a very complex and fascinating character to me. One of the handful of things I liked about SOTR was getting a little more backstory on him, and as a writer who likes to fill in the blanks in between, I got a lot of good material there.
Tigris as well, she's very interesting to me too. It's hard to believe that she and Snow came from the same household. She was another character with a lot of questions unanswered, and frankly unappreciated in-universe, so I decided to fix that. 😁
I was tagged by @arthdoesart This is part of what is supposed to be the next chapter/one shot of this story:
An Archive of Our Own, a project of the Organization for Transformative Works
It centers on my OC Chiasa's father Tak, but why not give a little glance of baby Chiasa too. On with the show:
As the young couple wandered in, a whine had Tak turning back towards the living area. Aurelius was in a chair with his son, Octavian, on his lap, picking ribbons out of his hair and… Old tinsel???
“What the–”
“I know…” Aurelius lamented.
“I'm sorry…” Chiasa piped up, “I didn't think it would get stuck…”
“But it did! It's… electric and stuff!” Octavian protested.
“Static, static is what you're looking for, son” his father added.
“Chiasa… Let's leave those kinds of decorations to professionals, okay?” said Tak.
“Okay… I really am sorry… None of the other girls are here yet, and he wanted to look festive,” she lamented.
Another buzz had Sei rushing to the door before a rare chuckle emanated through the foyer. Tak had to wonder who could have caused such a thing before Chiasa suddenly smiled and gasped at the new face.
“Speaking of professionals… Look who's here everyone,” Sei added, “Let me set this by the bar…”
Tak turned to see Tigris standing with her hands folded and that beautiful shy smile.
“Oh! Tigris, hello!” he happily greeted.
“Hi, everyone,” she greeted.
“Oh, hello…” Aurelius greeted, “So this is the famous Tigris. You're even lovelier in person.”
It was simply a fact that one of the reasons his two best friends were perfect for each other was that they were both notorious flirts. Somehow, though, Tak felt relieved that Octavian was able to stop his father from strutting over and giving her one of his infamous long hand kisses. Luckily, Lu was able to interject before he could.
“Now, now, Zolotse… She's a modest girl, not our type. Even if you're not wrong… I do hope you're well… I could certainly be better.”
“Your outfit’s so pretty!” Chiasa exclaimed as she ran over.
Tigris happily twirled and bon dieu… It was! So bright, so modern… The long skirt was checked in black and white, the yellow top flattered her figure, and the ruby red red belt tied it all together nicely.
Yet it all seemed familiar somehow… Yes! Last month at a different dinner, a stray page had fallen from her sketchbook right at his feet, and landed at his feet when he tried to help. This is it…
“This is the design from last month, isn't it?” Tak asked, “The one you were working on? You made this?”
“Yes, yes I did,” she confirmed, “You… You don't think it's tacky?”
“Tacky? No! You're… That is, it's gorgeous! It all looks so professional,” he praised, “You’ve got a real gift, I’m surprised you're not at least a featured designer.”
Tigris blushed and sheepishly rubbed the back of her neck. There was truly no need to be modest… Even if the pink in her cheeks suited her very well.
“It's not tacky!” Chiasa added, “It's pretty and cool! Who says it's tacky? Senator B? She says lots of things are tacky, but she's just boring.”
As much as his daughter probably should have been scolded for her words, Tak held off this time. She wasn't exactly wrong about Titania… There was a reason she wasn't invited.
“No, Senator Boudreaux didn't say that. Actually… You know what? It doesn't matter what they think. It truly doesn't matter,” said Tigris.
Oddly, she seemed to beam at such a conclusion before grabbing the opposite sides of her skirt.
“This is an A-Line, because it kind of looks like the letter A, see?” She dropped her skirt before gesturing to her top. “And this is a Queen Anne neckline… I don't know why it's called that, I guess because a queen named Anne liked it or made it trendy. The necklace is only beads, though… I’ve been told beads are important for Mardi Gras.”
“Why, yes, they are,” Tak confirmed. Maybe not exactly, but she was at least in the spirit. “I never thought about everything having its own name before… I mean, I know about dress codes and such, but nothing like this.”
“There's a lot that goes into fashion. Every cut, collar, color, pattern, everything has a name. For example…” She studied him a moment before beaming once again. “You're wearing a cream button down with a convertible collar… Under a pear green asymmetrical vest with a subtle pin check in chartreuse, and chinos in taupe.”
He didn't understand half of what she said, but she sure looked effervescent saying it. Maybe he could look into it a little more if she found it this interesting. She always looked amazing… Maybe it would do him some good to get on her level.
“Cool!” Chiasa exclaimed, “What am I wearing?”
“Well, of course you're wearing that gorgeous ruffled jumper!” Tigris replied, “And your blouse… Pastel pink with puff sleeves and a peter pan collar.”
“Wow… There's really a name for everything…” the young girl mused.
Me: "Tak is supposed to be average looking, it's his personality and charisma that draws people in. Anyway, here's a couple of picrews and and hero forges of him."
You guys here on Tumblr and on Reddit: "Actually no, this man is attractive 😍"
Me: "Okay... Fair. These were flattering. Let's compromise and make him nice-looking but unaware of it."
Anyways... Here are a pair of Tak picrews that I'm titling: "POV: You are Tigris."
And of course the links:

A little late for Valentine's Day, but I haven't posted in a good while, and need to revive the Chitarch content, so let's get back to basics, shall we?
PRE RELATIONSHIP:
1. I'd say Chiasa and Plutarch technically met a year or two before the second quarter quell, likely at a party. They ran in a few of the same circles, but it was a couple decades before they got close.
2. Honestly? He likely thought she was vain and vapid while she probably thought he was boring and pretentious.
3. Chiasa did. She's a little more in touch with her emotions.
4. I feel like both did in different ways. Even when Chiasa realized she was into him, she thought it would pass. Plutarch was straight up in denial until it wasn't possible anymore.
5. Plutarch would still be throwing himself into work by himself, and Chiasa would be another trembling civilian, most likely.
6. The flirting stage wasn't long, but then again, they're both on the older side. Basically some light teasing and innuendo, trying to feel each other out.
7. Unsure if there's any Heavensbees left, but I doubt they'd approve of someone like Chiasa. (Socially rebellious, too old to have heirs, not a patrician). A fair amount of his allies at least know of her, and would at least tentatively approve.
On Chiasa's end, her estranged sister doesn't approve. Her brother-in-law in turn is okay with Plutarch. Her adult children are cautious, but tentatively approve as long as he treats her well and she's happy. As for her nephew who was his protege... He acts grossed out, but is secretly all for them.
GENERAL
1. Chiasa did technically... She initiated the first kiss and friends with benefits arrangement. Both of them mutually agreed on being official, though.
2. Define first date... If you want to get technical, probably a breakfast at his place. Out in public? The inauguration of the new president.
3. Chiasa had invited Plutarch to her family's New Year's Eve party. She'd escaped for a moment because the week's events were weighing on her, and he caught her alone. After talking and drinking a bit, she half jokingly suggested a kiss at midnight to pay him back for everything he'd done... And he agreed.
4. Doubtful they were each other's first anything... Maybe first person they actually settled down with?
5. If we go by his actor, Plutarch is 5'10 and Chiasa is 5'5. He doesn't have an exact confirmed age... But I'd ballpark she has AT LEAST a decade and a half on him. More if he's in his 50s like I think he is.
6. They compliment each other by knowing the "Capitol game", being rebels in their own ways as well as divas. Although he seems like an introvert and she's an extrovert, they find ways to compromise.
Occasionally, however, the latter can make them clash, as well as different backgrounds and her heart vs. his head.
7. Chiasa's is non-existent in either case. Plutarch tries to get along with hers. Again, he was a mentor to her nephew, and he was also her late mother's protege. He doesn't overstep with her kids either.
8. Chiasa is the more bubbly one, so she often takes the lead. Most of Chiasa's friends are other artists, so I imagine Plutarch gets along with them for the most part. In turn, she gets along with his rebel friends and kind of admires their courage. She does know Better from her stylist days, and since she treated her charges kindly, he's cool with her.
9. Neither of them for the most part.
10. Both had worked for the Hunger Games at some point, both at least had rebel sympathies, both ran in political circles at some point (She's a senator's daughter, he was close to President Snow)
11. Both, honestly. Chiasa's the one you'd expect, but knowing Plutarch likes messing with people, I wouldn't put it past him.
12. Plutarch obviously didn't tell her the extent of his involvement with the rebels at first. He might keep the worst of what he'd done to himself too...
13. Both. Despite her background, Chiasa's not the typical partner for a politician, or even a rebel. Plutarch sometimes she's too good of a person for him.
14. For Your Eyes Only, Willow, So it Goes
15. Most common? Probably working himself to death, especially after the rebellion. She's proud of him for everything he does and is doing, but wishes he'd take better care of himself.
LOVE
1. Chiasa did. They'd been apart while he was in District 13, and had a few near misses. Neither had the guts to confess before he left, and she wasn't going to take that chance again once they reunited.
2. Plutarch seems like he'd be into quality time for the most part. Chiasa's good with that as well, but also words of affirmation.
3. Chiasa is the cornier one for sure, but Plutarch likely has a good one liner or two up his sleeve.
4. Cuddling is usually done in private. Since they had to keep their relationship under wraps at first, they do engage in some PDA, but they don't go overboard. Like, one would put an arm around the other, they'd walk arm in arm or hand in hand, maybe share a light kiss.
5. Chiasa initiates the most often, but Plutarch has his moments too. She likes kissing him on the lips and the cheek, and he likes kissing her on the hand and forehead.
6. Watch movies and TV, quiet parallel play(Him making notes while she sketches next to him), just talking, maybe going to performances together
7. Chiasa is naturally the more empathetic one of the two, Plutarch's still learning to get in touch with his emotions. For the most part, they're there to offer an ear, shoulder, or embrace to each other.
8. Plutarch seems to be more of a man of action... Chiasa likes both.
9. Brighter colors art, and gestures of kindness remind Plutarch of Chiasa. Books, acts of courage, and the color black remind Chiasa of Plutarch.
10. Chiasa loves how Plutarch has the courage to fight for what he believes in and how passionate he is under his formal exterior. Plutarch loves how Chiasa remained kind despite all she's been through and that she still tries to find the beauty in life.
11. Chiasa calls him "Honey" and "Ploot." Plutarch's not big on nicknames, but does call her "dear."
12. Plutarch, with his attention to detail, for sure.
13. They usually don't have huge arguments and try to resolve whatever it is before it blows up, but in the event that doesn't work, they take a minute apart before trying to talk it out once more.
14. Plutarch is for sure more protective. He made damn sure nobody from District 13 touched her and she wasn't prosecuted for simply being involved with the Hunger Games. Sometimes, she has to remind him that she's dealt with the political landscape before.
15. Chiasa likes making clothes or food for Plutarch. She probably got him a fountain pen at some point as well. He might give her jewelry, and other things more on the expensive side, but also sentimental.
DOMESTIC LIFE
1. Plutarch gets more say because it's his house in the end, but that doesn't mean he's against Chiasa brightening things up. She has to have a few living plants, candles, her own vanity and closet, and one of the rooms converted into a home studio.
2. Neither of them would be too keen on marriage, but they'd probably do the wedding part. Neither would change their names either way because they've had them for so long.
3. They'd have a summer get together in the garden where they'd do some vows and a wine ceremony, then a feast inside or out (weather permitting). Chiasa would wear a pink dress. Family, friends, and allies would be there (Especially Tigris).
4. They don't have any kids together. Chiasa's too old to have any more. While she does have three adult children, Plutarch's more of a family friend than a father figure to them.
5. They don't really have a set breadwinner since they both work. Plus, Plutarch has family money and Chiasa's independently wealthy. They likely have staff to cook and clean due to their busy schedules but they cook or bake themselves from time to time.
6. I could definitely see them getting cats.
7. Chiasa fusses so much over him... She just doesn't want him getting burnt out.
8. Plutarch kills them, Chiasa puts them outside.
9. Depends on the holiday. They would at least have ceremonial roles in a holiday marking the revolution. Christmas Eve is their big one where the family comes over for dinner. After the family dynamic shifts, New Year's is spent alone together. Chiasa does insist on a party for Mardi Gras, however.
10. Chiasa tries, but isn't always successful. Plutarch might have the upper hand there because that would be a rare occurrence.
11. Chiasa seems like a blanket thief, but Plutarch seems like he'd spread out. For the most part, he's the big spoon and she's the little spoon, but there are some nights where he needs to be the one getting held.
12. Chiasa definitely likes pulling Plutarch into fun dances. I don't think either are big singers.
13. Deep pillow talk is their biggest couple tradition. It's part of how they got to know each other in the first place, and both are relaxed enough to let certain things flow.
14. Plutarch is the biggest offender, but Chiasa has her moments too.
15. Chiasa would be more likely to know how to drive, but Plutarch would for sure backseat drive.
