Hmmm that would be hard because I doubt that Ravinstill gave two flying monkeys about the covey or anything that had to do with the districts. Probably thought they were barbaric with no culture like 90% of Capitol citizens did, especially when he grew up around the golden age of the Capitol THRIVING on District exploitation with no fear.

Realistically, Snow also shouldn’t have been caring about the Covey in SOTR, but that’s a story for another day….

I don’t… really think I need to explain why? There’s a lot of text evidence to support a sapphic and a-spec reading for katniss, authorial intent notwithstanding.
