English is not my native, and I was wondering: in the line "I'm not making out, no, I'm just making up" from kiss-kiss bliss-bliss means kissing or not being able to handle it?

"I'm not making out, no, I'm just making up" can certainly be interpreted in several different ways!
The first half, "I'm not making out," intentionally gives romantic or intimate imagery, due to the first thought when reading 'making out' being kissing. I'm not sure if it is the same in your native language, but with it being written by North Americans, here 'making out' is another way to say prolonged kissing and touching. The chorus right before reinforces this, as it makes it clear that the singer is singing about a lover or past lover. However, "I'm not making out" is meant as a shortening of the phrase "making out like a bandit", which has a more mischievous or ill-intended tone. The phrase directly means to "profit greatly from an activity", but more literally gives the imagery of a masked robber (rather a raccoon or a person) stealing and getting away with it. So in other words, the singer is saying "I'm not profiting from or succeeding in this relationship".
I like to think that, in addition, they're saying, "I'm not getting away with anything in this relationship scot-free", scot-free meaning without suffering any punishment or injury.
For the second half, of "I'm just making up," "Making up" usually refers to repairing bonds with someone, such as after an argument or a fight. So, without the context of the next line, this sounds like "we're not just kissing on each other, we're bonding after an argument".
But, that means it's important to have the context of the next line, because together, the two read: "I'm not making out, no I'm just making up another lame excuse to fill another cup". Another cup being, of alcohol, adding to the themes of escape. It removes the cheekier, flirtier tone of 'making out & making up", and pulls a more serious message into things.
This makes the sentence read more as: "Don't think I'm getting away with anything in this relationship or getting away from this relationship without feeling like I've been punished or without sustaining injury (emotional or otherwise), definitely don't think I'm actually benefiting at all. But whatever we're putting each other through is allowing me to indulge in destructive behavior such as excessive drinking/allowing me more excuses to become intoxicated/place myself in another headspace so I don't have to deal with how I'm feeling."
