Slight theory

you know how Caine had his all seeing eyes? And you know how people has been clocking the pure amount of bubbles in the circus?

this could be one of two things :

1 - bubble is the “other” ai and it’s their equivalent of the all seeing eyes or

2 - bubbles are the more discrete version of caines all seeing eyes
